The Federal Prison Camp in Bryan, Texas is a minimum-security prison that holds women convicted of federal crimes.

I’m Michael Santos, a founder of Prisons Professors. While serving 26 years in different federal prisons, I learned a great deal about federal prisons.

Bryan Federal Prison Camp was inaugurated in 1989 to accommodate minimum-security-need individuals in federal custody. This is an all-female correctional facility that features a main unit and an adjacent satellite camp, all under the management of the Federal Bureau of Prisons. It is strategically situated on the northwest side of Houston and 165 miles south of Dallas, at the junction of Ursuline Avenue and 23rd Street in Bryan, Texas. The facility can hold between 500 and 1100 individuals at a go, but as of 23rd February 2020, it has 600 persons. 

Notable Inmates at the Facility 

Over time, this facility has been home to several prominent individuals. The cases of some of these people have been in the limelight due to the amount of public interest they attracted. Below are a few examples of such individuals: 

Ruby Jane McMillan 

Ruby Jane McMillan was released in 2017 after serving a sentence of 38 months. Her arrest was a result of involvement with the distribution of methamphetamine. Later, she pleaded guilty to the charges of conspiracy leading to her sentence. 

Lea Fastow 

Lea Fastow was a Former Enron Assistant Treasurer and wife to Andrew Fastow, former Enron CEO. She served 11 months in this facility and was released in 2015. She was arraigned in court in 2004, where she pleaded guilty to several counts of tax fraud. The main charge was her failure to report the income of the company amounting to $200,000. 

Sylvia Handy 

Sylvia Handy was a former commissioner in Hidalgo County. She served a 2-year sentence from 2010-2012. Before the sentence, she had pleaded guilty to counts of gross misconduct. These acts included:

  • Recruiting illegal aliens as county workers. 
  • Employing the illegal aliens as caretakers at her residence. 
  • Taking their wages to pay for personal expenditures.

Michelle Janavs

Michelle was released from the facility in November 2020, having served a 5-month sentence. She had been involved in the 2019 college admissions bribery scam.

Commissary Services at the Facility 

Individuals housed in this facility can buy additional goods from the kiosk for extra comfort while serving their sentence. The available items range from snacks, drink mixes, clothing, beverages, medical devices, and hygiene materials. You can see the whole list here. However, to purchase any item, they must have some money in their commissary accounts. This account allows them to access these additional items as well as: 

  • Deposit money into their prisoner phone account. 
  • Buy TRU-Units for their TRULINCS account. 
  • Transfer monies in any other way that they want to.

Programs and Services Available at the Facility

This facility has several programs and services that assist in the betterment of the people in incarceration. The programs assist in the reintegration of the imprisoned people back to society as better and productive citizens. Most notable are the treatment programs for individuals with different conditions such as drug addiction. These programs and services include: 

Psychological Care 

FPC Bryan provides screening, assessment, and treatment of mental health and substance abuse problems. Moreover, the facility offers:

  • Individual and group counseling.
  • Psycho-educational classes.
  • Self-help and supportive services.
  • Referrals to health-care facilities for medical treatment of mental illnesses. 

Additionally, there is a comprehensive evaluation of an individual’s strengths and weaknesses and programming suggestions. These suggestions are tailored to suit the inmate’s psychological requirements. 

There is a choice between brief counseling and long-term treatment, which the psychologist must decide on. Furthermore, the facility conducts medication monitoring and assessment in order to send patients to a physician for special treatment. The people experiencing difficulties staying in a mainline facility due to a psychiatric illness may benefit from mental health programs.  These programs assist them with significant emotional, cognitive, and behavioral issues. The STAGES Program, which is a program for individuals suffering from severe mental illness and personality problems, is also available.

Health Services 

There is a serious examination of the health of an individual during admission at the facility. New prison members must undertake a drug test upon arrival. People within the facility receive services such as emergency health care, general medicine, dental, sick call, dental screening, and eye care. Furthermore, there is physical assessment for injuries and emergency services. 

The facility provides medical services every day, 24 hours a day.  There is a need to fill a sick call form to receive routine treatment.

Residential Drug Abuse Program 

The Federal Prison Camp Bryan offers a Residential Drug Abuse Program (RDAP). Additionally, a drug abuse program, a Drug Abuse Education Course, and a Non-Residential Drug Abuse Program are all available at the facility (NR-DAP). 

Education Services 

The education services available at FPC Bryan are literacy, General Education Development, English as a Second Language (ESL), Adult Continuing Education (ACE) programs, and parenting classes. Participants receive incentive prizes for appreciation in exchange for achieving acceptable progress and successfully finishing the literacy classes. In addition, those who advance through the GED or ESL programs to different levels may be eligible for extra rewards. There are graduation ceremonies to celebrate the completion of GED, ESL, and Occupational Education programs. Paying for correspondence programs helps individuals to get their high school degrees and enroll in post-secondary programs.

Advanced Professional Education and Training 

In addition to Accounting Technology, FPC Bryan also provides advanced technical courses in administrative assistant specialists, cosmetologists, HVAC, horticulture, medical transcription, and coding specialists, Microsoft-Business Applications, and small business management.

Aside from these educational programs, the facility does not provide any vocational training programs.

Library Services 

Both leisure and legal libraries are available in this facility. People can get access to different reading materials in leisure libraries. Such materials include magazines, newspapers, fiction, nonfiction, and reference books, among others. Bookmobile service is also available, as is an interlibrary lending program with local, state, and college libraries and other resources. The TRULINCS Electronic Law Libraries offer individuals access to legal information and the ability to create legal papers on their own time in prison. A person may also use a copy machine and an electronic typewriter, which are both accessible.

Recreational Services 

FPC Bryan offers a wide range of recreational activities, including organized and unorganized games such as football and table tennis. Other recreational activities include a gym for physical fitness, music programs, intramural activities, and social and cultural activities. Additionally, there are art and hobby craft classes as well.

Visitation Hours and Guidelines 

Saturday and Sunday from 8:00 a.m. to 5:00 p.m. are the official visitation hours in this prison. Moreover, visitors are also welcome during the federal holiday period between 8:00 a.m. to 3:00 p.m.

Visitors who have permission to visit a person in the facility include family members, friends, and other credible associates. However, you cannot see an individual unless she has your name on their approved visiting list.

Everyone who wishes to see an imprisoned person must fill out a visitor form, and they must have an existing connection with the individual before their arrest. If a prospective visitor does not have a previous connection with the person, the warden will consider whether or not to grant their request.

When an imprisoned person needs someone added to their visit list, a correctional counselor will give them a visiting form. In turn, the individual is responsible for sending out and informing the prospective visitor that they must complete and return the form to the institution’s officials. 

Their respective unit team will then conduct a background check and decide whether or not to accept the guest application. They base their choice on both positive and negative aspects. The procedure takes approximately a week. Afterward, the individual in incarceration will receive a notification on whether the application was successful or not.

The individual is responsible for informing the visitor of the decision. This procedure is the same for both adults and minors.

At any one moment, an inmate may have up to five visitors per session.

Phone Calls by the Individuals in Prison 

Inmates at the FPC Bryan can make telephone calls to friends and family members. However, these conversations are under serious monitoring for security reasons. In addition, the individuals must provide a list of the individuals who will be receiving phone calls from them.

Calls last for fifteen minutes, with each individual assigned a total of about three hundred minutes each month.
