Director of lobbying and governmental affairs for boutique Law Firm representing Native American Governments and Organizations. Worked with all branches of Federal and State Governments on legislative and appropriations issues. Specific work specialties included natural resource management, land to trust approval, infrastructure funding, and inter-governmental cooperation. Managed the development of Federal and State projects by consulting Firm attorneys on legal and technical requirements for Congressional and State Legislature approval. Responsible for developing public relations and media strategies as part of reaching client objectives. Recognized as New Mexico Outstanding Attorney of the Year for expertise in inter-governmental affairs and strategic negotiations and partnership building by personally developing the strategy and successful execution of a historic legal settlement of decades long litigation on behalf of Firm’s largest client.  Award also recognized work in personally initiating and facilitating a peace and cooperation agreement between Acoma Pueblo and Spain, which had not established relations for more than 400 years.

Senior Counsel, U.S. Senate Committee on Commerce, Science, and Transportation

Senior Counsel to U.S. Senator John S. McCain (R-AZ) in his capacity as Committee Chairman. Responsible for overseeing the staff and operations for the Subcommittee on Competition, Foreign Commerce, and Infrastructure and the Subcommittee on Consumer Affairs and Product Safety. Jurisdiction included oversight of the Federal Trade Commission (FTC), Consumer Product Safety Commission (CPSC), the National Highway and Traffic Safety Administration (NHTSA) and U.S. Auto industry, professional and amateur sports, current issues affecting the U.S. consumer, and trade and tourism issues. Key role in the Committee’s investigation of Enron, anti-doping measures in professional sports, reform of U.S. Boxing, the U.S. Olympic Committee, developing Corporate Reform legislation, legislation on fuel efficiency thru Corporate Average Fuel Economy standards (CAFE), increasing access of generic pharmaceuticals to the marketplace, the Do-Not-Call list, and SAFETEA-LU. Worked closely with U.S. Senators, senior Congressional staff, various corporations and non-with interests before the Committee, environmental, groups, and press office to reach legislative goals.  Responsible for drafting public statements on behalf of Senator McCain on issues within the respective jurisdiction of each Subcommittee. Position required the ability to oversee many diverse business interests with the U.S. 

Legislative Director/Counsel, Office of Representative Tom Udall

Legislative Director and Counsel to former Congressman and current U.S. Senator Tom Udall (D-NM). Achieved fast track promotion within three months of being hired as a Legislative Assistant in November 1999. Responsible for overseeing legislative and appropriation initiatives, legislative staff, speech writing, constituent correspondence, and public relations matters relating to Congressman’s policy objectives. Developed an effective management plan for legislative staff and operations. Employees trained now hold senior staff positions in U.S. Congress and Administration. Worked closely with State and local leaders, advocacy groups, and media on numerous matters related to the Congressional District to include diversity in the workforce issues and matters pertaining to economic development. Specific experience negotiating on behalf of Congressman on issues specific to his membership on the Committees on Natural Resources, Small Business and the Veterans Affairs.   Key successes initiated on behalf of Congressman Udall included the creation of a community based outpatient clinic in Santa Fe, NM, working with House and Senate leadership to award the Congressional Gold Medal to Navajo code talkers, the designation of National Historic trails on behalf of the Navajo Nation, and working with appropriations committees to secure hundreds of millions of dollars on behalf of local constituencies.
